feat: add CLIProxyAPI LXC container script

Add CLIProxyAPI - an OpenAI-compatible proxy server for AI CLI tools
(Claude Code, Gemini CLI, OpenAI Codex, etc.) with credential routing,
quota management, and request retrying.
